                    Restart graphics output to layers that have been

SYNOPSIS
    UnlockLayers( li )

    void UnlockLayers( struct Layer_Info *);

FUNCTION
    Make all layers in this layer list unlocked.
    Then call UnlockLayerInfo

INPUTS
    li - pointer to the Layer_Info structure
