FUNCTION
    Frees the memory of a TagItem list allocated either by
    AllocateTagItems() or CloneTagItems().

INPUTS
    TagList         - list to free.  Must be created by functions
                      specified. A value of NULL for 'tagList' is safe.

RESULT
    None.
